Partner at Headrick. Admitted to professional practice in 2005. Dr. Silié concentrates her practice in the areas of business law, corporate law, mergers and acquisitions, regulatory law (with emphasis in energy law) and administrative law. She also has experience in antitrust, real estate projects and tax. She regularly advises international and domestic clients on these matters.

Within the energy sector, her practice has varied from providing legal support in the obtainment of permits and authorizations and other licenses necessary for the development of electrical projects, preparation and negotiation of power purchase agreements (PPA’s), management and experience in instrumentation and purchase contracts of natural gas, among others.

Ms. Silié has participated in the major transactions of the Firm, with particular emphasis on corporate transactions within the power sector, including a deal where the Firm was retained by CIFI Services, S.A. to act as local counsel of Fondo de Inversión Cerrado Libre para el Desarolllo de Infraestructuras Dominicanas I (a Dominican investment fund), Banco Múltiple BHD, Banco de Reservas de la República Dominicana, Banco Latinoamericano de Comercio Exterior, S.A., Banco Centroamericano de Integración Económica, and BPR Bank S.A., as lenders in relation to a credit facility of up to US$318,000,000.00, for the design, construction, operation and maintenance of a grid connected 270 MWp combined cycle power plant and other associated infrastructure including a transmission line and substation, located in Santo Domingo, Dominican Republic, owned by SIBA Energy Corporation. Ms. Silié also participated in the team that advised CIFI in the transactions involving pre-existing facilities consisting of a DOP$4,100,000,000.00 asset-based loan and a US$18,550,000.00 bridge loan for the same project.

Ms. Silié also led the team acting as counsel for FMO (Nederlandse Financierings-Maatschappij voor Ontwikkelingslanden N.V.), CIFI Sustainable Infrastructure Debt Fund LP and CIFI LATAM, S.A., as lenders, in a term loan facility financing provided by FMO and CIFI for the construction, operation, and maintenance of the second phase (“Phase II”) of a 30 MW nominal capacity and 42.24 MWp capacity solar PV power plant located in Monte Plata, Dominican Republic, owned by Electronic JRC S.R.L., a sociedad de responsabilidad limitada organized under the laws of the Dominican Republic, acting as borrower. Ms. Silié also lead the team that advised FMO in the transactions involving entry of new sponsors and takeover of the borrower and the project in 2022 and several amendments to the security package for Phase I of the Project (in operations since 2016-solar PV power plant with 30 MW nominal capacity and 33.38MWp capacity).

Dr. Silié received her Bachelor of Laws from Universidad Iberoamericana (Summa Cum Laude) in 2005. She has a postgraduate degree in Business Law from Universidad Francisco de Vitoria, Madrid, Spain (2010) and an Executive Master in Business Administration (MBA) from Barna Management School. Silié speaks Spanish and English fluently.

  • Collaborated in the drafting of the Electricity Regulation 2008 and Electricity Regulation 2009, published by Getting the Deal Through.
  • Collaborated in 2009, 2010, 2011, and 2012 with the drafting of the “Energy, Insurance, Monetary and Financial Regime, and Systematic Risk” section of the Investor’s Guide of the American Chamber of Commerce of the Dominican Republic (AMCHAMDR).
  • Formed part of the drafting team during 2008-2009 of the Law Project for the Development of the Mortgage Market in the Dominican Republic, introducing a legal framework for trusts and security agents in the Dominican Republic. This included participation with discussion teams for the approval of said legal text, conformed by entities and representatives of banking and securities sectors, at a public and private level (today promulgated as “Law No. 189.11”).
  • Formed part in 2012 of the legal team responsible for the preparation of comments presented by the Industries’ Association of the Dominican Republic (AIRD) and the National Young Businessmen’s Association (ANJE) regarding the application regulation project of Law No. 42-08 on Antitrust Matters.
